Background
MeterIT-Project, development and maintenance project measurement tool, is a tool that supports software project and program managers in establishing a quantitative appreciation of their projects. However, MeterIT-Project does not address the software application itself.
MeterIT-Cosmic enables the analyst to measure the size of a software application based on the COSMIC standard (ISO/IEC 19761, 2003).
Software managers are aware that a realistic knowledge of the size of their software requirements is a condition for better estimating a new development, assessing the relevance of software investments or ensuring that business responsibilities are correctly covered.
Software measurement has sometimes been seen as a long and costly activity. With MeterIT-Cosmic, professional analysts will feel efficiently supported while new comers to this field will have the benefit of an established measurement framework enabling him/her to apply securely freshly acquired COSMIC learning. |

Application Identification
Captures the identification of the software in measurement. The identification of the piece of software is through the application code and name, application ownership, and stage of measurement. Software product name is mandatory. |

Measurement Capacity
MeterIT-Cosmic stores the measures of all the COSMIC levels of measurement: System, Layer, Software item, Functional User, Triggering event, Functional process, Object of Interest, Data Group, Data Attributes, Data Movement and their characteristics. Reporting At any level of completion of the measurement MeterIT-Cosmic can offer a measurement report as a RTF or XLS file that can be used as it is or easily modified to suit most of report documentation standards. Operational Environment Pentium compatible or higher based personal computer, 64 MB of RAM minimum, 10 MB Hard Disk, SVGA colour screen recommended, a mouse or compatible pointing device is required. Windows XP or later. Telmaco recommends Windows XP Professional.
